Lampe promovierte 1971 an der University of Wisconsin-Madison .
Er hat mehrere Bücher veröffentlicht; seine erste war Balkan Economic History, 1550-1950, From Imperial Borderlands to Developing Nations , mit Marvin Jackson, veröffentlicht von Indiana University Press im Jahr 1982. Es war der Gewinner des ersten jährlichen Vucinich-Preises der American Association for the Advancement of Slavic Studies . Er ist auch Autor von Balkans into Southeastern Europe and Jugoslavia als History: Twice There Was a Country , das 1996 erstmals erschien und 2000 in zweiter Auflage erschien.
Lampe war Direktorin des Osteuropastudienprogramms am Woodrow Wilson International Center for Scholars . Seit 2007 ist er dort Senior Scholar.
